DEFINITION

The Washington State Energy Code (WSEC) governs the energy performance of new and altered buildings. The current edition (2021, with 2024 amendments) effectively requires heat pump space heating and heat pump water heating for new ADUs, R-38 ceiling insulation, R-21 wall insulation, U-0.27 windows, and a maximum 4 ACH50 air leakage test. WSEC's stringency makes prefab quotes from out-of-state manufacturers frequently non-compliant — verify before you commit.
