We pulled the closing costs on every ADU and major remodel Golden State permitted in the last 24 months and normalized them to per-square-foot ranges by city, build type, and finish tier. This is what construction actually costs in the Puget Sound right now — not the number a salesperson quotes you on a discovery call.

$/sqft by city — hard cost only

Ranges reflect mid-tier finishes on a typical 600–900 sqft DADU or a 1,200–1,800 sqft interior remodel. Add 14–22% for soft costs (design, permits, geotech, surveys).

What actually moves the number

Lot access

Crane vs. all-hand framing swings detached ADU labor by $18–$35/sqft.

Foundation type

Stem wall vs. monolithic slab differs $9–$14/sqft; pin piles add $14k–$28k where required.

Sewer/water

Side-sewer reroute and meter upsize commonly $8k–$22k in Seattle and Tacoma.

Energy code (WSEC 2021)

Heat-pump + envelope upgrades add ~$6–$11/sqft over 2018 baseline.

Finish tier

Builder-grade vs. mid-tier finishes swings $22–$40/sqft on a 700 sqft DADU.

Design review

Discretionary review in Seattle/Bellevue adds 4–9 weeks of carry cost.

Methodology

  • Sample: 41 permitted Golden State projects closed 2023-08 → 2025-11 across King, Pierce, Snohomish, Thurston.
  • Hard costs only in $/sqft columns. Soft costs (design, permits, geotech, surveys, utility connection) shown separately.
  • Garage conversion $/sqft reflects net new conditioned area, not raw garage footprint.
  • All numbers exclude site demolition over $8k, retaining walls > 4 ft, and accessory site features (patios, fences, irrigation).
